Country Classifications
Indonesia classifies the following countries as rabies-free: Australia, New Zealand, Islands of Fiji, Hawaii, Taiwan, Japan, Ireland, Iceland, Bermuda, Brunei Darussalam, Sabah and Sarawak, Cyprus, Denmark, Sweden, Norway, Malta, United Kingdom, Singapore, Hong Kong, Turks and Caicos Islands and the United States. A statement must be present on the health certificate that the area in which your pet is originating from has not had any incidents of rabies for the previous six months and your pet is originating from an area that has not had any incidents of rabies for the previous six months.
Pet Microchip
Having your pet identified with a microchip is important when traveling internationally for several reasons. Firstly, a microchip will tie your pet to its documentation when entering a foreign country. Secondly, if, for any reason, your pet is separated from you during travel, the chances of reuniting with your pet significantly increase if you register your information in a microchip database. Third, mostcountries require that pets be microchippedand compliant microchips may be difficult to find should your pet ever leave the country. Your pet should be identified with a 15-digitwhich is compliant with International Standards Organization standard 11784 or Annex A of ISO standard 11785 prior to entering Indonesia. All documentation must reflect the microchip number. If your pet’s microchip is not ISO 11784/11785 compliant, importers can provide athat will read their pet’s microchip. Your veterinarian, a veterinary hospital or trained nurse should implant the microchip. Documentation should be provided as to the manufacturer of the microchip and registration instructions.
Vaccinations | Testing
Pet dogs and cats imported to Indonesia must provide proof of current vaccination against rabies no sooner than 30 days and not more than 12 months prior to entry. The administering veterinarian should record vaccination information, sign and stamp one of the following documents depending on veterinary practices in the country of origin: a rabies certificatea government-issued vaccination booklet oran EU Pet Passport Dogs should also be vaccinated against distemper, hepatitis, leptospirosis, and parvovirus according to manufacturer’s instructions or no less than 30 days and no more than 1 year prior to import to Indonesia. Cats should be vaccinated against feline viral rhinotracheitis, panleukopenia and feline leukemia between 30 days and 12 months of import. Currently, a PCR test administered 14 days before import is required forcatsentering Indonesia from the United States, the Netherlands and Russia. Dogs can get the PCR test done at arrival to reduce quarantine time from 14 to 7 days. Pet animals entering Indonesia from other countries can do a PCR test in country of origin or have the test done in Indonesia. The test is valid for 14 days from the date of sampling. Veterinarians must record vaccinations on the international health certificate (step 5).
Rabies Titer (Serology) Test
A rabies titer test, also known as a rabies antibody test or rabies serology test, is a blood test that measures the level of rabies antibodies in your pet’s blood. The test will assess the effectiveness of a rabies vaccination or determine your pet’s immune response to the rabies virus. When required, a licensed veterinarian will administer the test more than 30 days after the most current rabies vaccination. Rabies titer tests are required for pets entering Indonesia from all countries. Blood samples must be processed at approved laboratories. Another test will be administered at entry. Note that rabies titer test results or veterinary exemption letters are no substitution for proof of rabies vaccination.
Parasite Treatments
Although not required, all dogs and cats should be treated by a licensed veterinarian for internal and external parasites prior to entering Indonesia within specific time periods. The administering veterinarian can record these treatments on the health certificate or issue you a record of treatment.
Import Permit
Your cat or dog must have an import license issued by the Director of Animal Health from the Ministry of Agriculture when entering Indonesia from any country. The permit is issued after receipt of a recommendation letter from the local authority in the destination province. The permit application must be accompanied by a health certificate (next step), rabies certificate(s), rabies titer test results and owner’s passport.
Health Certificate
All countries worldwide require an original health certificate including: details of your pet andvaccinations and treatments andveterinary attestations regarding symptoms of contagious diseases at the time of export. Further, your veterinarian must certify that your pet is healthy enough to travel and is not from a region that is subject to rabies restrictions. The health certificate must properly identify your pet. Your veterinarian will include additional details and treatments on the certificate depending on the country of origin. A licensed veterinarian in the origination country must complete thewithin 10 days of entry. A government veterinarian must either issue the certificate or endorse the certificate after issuance by a licensed veterinarian. This official represents the agency in the origination country that is responsible for the import and export of live animals.
Rabies Free-Areas in Indonesia
All islands surrounding the main island of Sumatra, West Kalimantan, Maluku, West Papua (Irian Jaya), East Nusa Tenggara, West Nusatenggara, Island of Madura, East Java, Central Java, and Yogyakarta. Pets cannot be imported directly to Bali due to rabies restrictions.

Is Quarantine Required for Pets in Indonesia?
There will be 7-14 days of quarantine imposed on your dog or cat when entering Indonesia from non-rabies-free countries (step 1) if pet import regulations detailed here are met. If your pet does not conform to the regulations as stated below, it will be subject to quarantine if facilities are available, returned to the origination country, or euthanized. - What is a Pet Passport?:
We refer to a pet passport as a collection of documents that fulfill Indonesia pet import requirements for dogs or cats entering the country.This term is not to be confused with an official EU Pet Passport issued in the European Union for resident pets. Your pet’s passport to enter Indonesia will include proof of microchip, rabies vaccination, rabies titer test, licenses, and health certificate issued by a licensed veterinarian in the origination country.
- Find a Licensed Veterinarian:
Before beginning any pet export procedure, make sure your veterinarian is approved by the governing veterinarian authority in your pet’s country of origin. The agency of the government that is responsible for the movement of live animals should either license or employ your veterinarian.
- Entering Indonesia with a Pet:
Pets (dogs, monkeys, cats, and other such animal) can be brought into Indonesia through the following port of entries: Seaport: Tanjungpriok, Cirebon, Semarang, Tanjungperak, Belaway Deli, Telus Bayur, Ujung Pandang and Manado. Airports: Jakarta, Medan, Pakanbaru, Manado, Surabay. Pets traveling to Jakarta and surrounding areas from non-rabies-free countries should enter Indonesia through Soekarno-Hatta International Airport in Jakarta and will be subject to 7-14 days of quarantine. At least two days prior to entry, importers must notify the quarantine station of your time of arrival to arrange for inspection of your pet. Pets can arrive in the cabin, as checked baggage or as air cargo according toairline pet policies. Pets arriving as air cargo (unaccompanied) must be cleared by an agent licensed by the Indonesian government. Related:Is your pet’s crate IATA-compliant? Flights should be direct if the duration of the flight does not violate animal welfare laws. Layovers should be short and not involve a change in airline companies. If your pet’s itinerary involves a layover in the European Union, then additional requirements will apply. Importers will need to provide advance notice to veterinary officials at the airport so they will be available to inspect your pet and its passport documentation upon landing. This is especially important if your pet will be arriving outside of normal business hours. Pets must not be pregnant or nursing. Whenever your pet travels to a foreign country like Indonesia, it is always advisable to carry some form of identification indicating ownership of your pet.
- Indonesia Pet Import Requirements:
All steps required to conform to regulations to import a dog, cat or ferret to Indonesia must be completed in the origination country. Steps 1-7 should be followed in the order given.
- Breeds Banned from Import to Indonesia:
Indonesia does not ban breeds; however, aggressive behavior is not tolerated. Visitors to this country will be responsible for their pet’s behavior.
- Exporting Resident Pets from Indonesia:
To leave Indonesia, resident dogs and cats must have a recommendation letter from the Department of Livestock, an export permit issued from the Ministry of Agriculture as well as proof of rabies vaccination at least 30 days prior to export. Your pet must be microchipped and accompanied with a health certificate and recommendation by your veterinarian that your pet is fit to fly. The quarantine officials at the origination airport should be notified 2 days prior to export and all documentation submitted. Birds need an export permit issued by the Ministry of Forestry.
- Quarantine for Pets Entering Indonesia:

- Importing Other Pet Animals to Indonesia:
The import of birds from any country other than Singapore is not permitted. Invertebrates, tropical fish, reptiles, amphibia, mammals such as rodents are not subject to requirements of rabies vaccination. However, other pet animals may have to meet other requirements and should have a health certificate to enter Indonesia Pet owners are strongly advised to seek further information from the relevant authority of their country and/or that of the country of destination.
- Importing Puppies and Kittens to Indonesia:
Puppies and kittens must be at three months old and vaccinated prior to entering Indonesia. As the minimum age for rabies vaccination is three months, the minimum age to enter the country would be four months of age. Related: More information ontransporting a puppy.
- Animals Eligible for These Pet Import Requirements:
These rules apply to the transport of domestic dog and cats including assistance and service animals. Unless 5th generation removed from the pedigree, wolf hybrids, Savannah and Bengal cats cannot be imported under these regulations. Owners of other types of pets (amphibia, reptiles, birds, rabbits, rodents) covered by these regulations should refer to IMPORTING OTHER PET ANIMALS TO INDONESIA below. Pets (dogs, cats, birds and monkeys) may not enter the rabies free areas* of Indonesia unless they are coming from a country that Indonesia considers to be rabies free (see step 1). The Penang government has banned the entry of dogs from rabies-hit areas of West Java (Subang, Sumedang, Tasikmalaya, and Garut), Perak and Sarawak with immediate effect to prevent the spread of rabies to the state. There is an embargo on all pets entering Indonesia from Taiwan and People’s Republic of China (including Hong Kong and Macau). There is an embargo on the import of dogs from Thailand.
- Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES):
The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits the trade of some species of animals, including pets. This is crucial if you have a pet that isn’t a dog or cat, and it’s crucial if it’s a turtle or a parrot. If this is the case, importers will have to submit additional permit applications.
